There is typically a "Contact Us" section on the league web page that you can use to contact the league. If there is no contact information on the league website, sometimes a quick Google search will bring up the information.

If that still leaves you with nothing, you can reach out to the coach of your player's team, either through the app (if rostered) or in person, and they can help put you in contact with the registrar.
